What the courier actually collects

Two things go wrong on a cross-border parcel and both are structural rather than a matter of looking up the right rate. First, the duty is added to the value before the tax is worked out, so taxing the value alone always comes out short — on a 200 dollar shipment at 6.5 per cent duty and 13 per cent HST the gap is 1.69, small per parcel and the whole margin on a low-value line. Second, there are two thresholds and they are different numbers, so a 100 dollar parcel from the United States pays tax and no duty at all. This page works out both, per shipment.
